Subjects of choice and 12-year education: how school education in Ukraine will change from 2027

Starting from 2027, Ukrainian schoolchildren will study under a new reform that includes a number of innovations. Find out what changes the government is preparing for school education

Ukraine is preparing a reform of school education that will affect both high school students and younger children. Pilot projects of the reform are planned to be launched in 2025, and starting in 2027, schoolchildren will study in a new way. Here’s what to expect from the changes, what opportunities children will have, and who will have to study for 12 years.

According to the Ministry of Science and Education, it is planned that starting from 2027, schoolchildren will study for 12 years. This is due to the fact that the government wants to introduce a three-year specialised secondary education.

It is known that the Ministry of Education and Science of Ukraine will launch a pilot project in 2025.

Starting from 2027, high school will consist of grades 10-12, where students will be able to choose study profiles and subjects depending on their interests and future profession.

After grade 9, students will have to make a decision whether to study at an academic lyceum or a vocational college, depending on their interests and abilities. The 10th grade will be an adaptation grade, when students complete their general training and decide on a study profile.

After grade 10, there will still be an opportunity to change direction. In the 11th and 12th grades, they will study specialised subjects and elective courses in depth. Career guidance will be provided in grades 5-9.

Academic Lyceum. Students will study at the lyceum and prepare for higher education. There will be compulsory and elective subjects. Students will be able to choose the subjects they are interested in and will have a choice of study profiles based on clusters – STEM, language and literature, social sciences and humanities.

Such lyceums will be large (at least 100 students) and separate from schools and gymnasiums: only grades 10-12 will study there. They will use research-based teaching methods, project and practical work in modern laboratories and equipped classrooms. For children who live far away, transportation or boarding will be arranged.

Professional direction. According to the reform, this area offers mastery of a profession and a choice of subjects related to a future career. In vocational colleges and institutions of vocational higher education, students will receive school education and simultaneously master their chosen profession. 

Minister of Education and Science of Ukraine Oksen Lisovyi said that the ministry is also planning changes in higher education.

We are currently working with our team at the Directorate of Higher Education and in some areas we are planning to reduce the number of bachelor’s degrees. We will announce separately when we come to this decision,’ the Minister said.
